In general, the total number of persons admitted to the necessary living expenses should be the same as the number of persons eligible as dependants on the taxpayer`s income tax return for the last year. The national standard for food, clothing and other items includes an amount for various expenses. This other allowance applies to expenses that may be incurred by the taxpayer and that are not included in other eligible cost of living components, or to a portion of expenses that exceed the Financial Collection Standards and are not permitted in the event of a variance. The IRS has very strict guidelines on the definition of “eligible cost of living,” and there is a very fine line between what is acceptable and what is considered unnecessary or extravagant. Many have criticized the IRS for its seemingly strict and quick rules regarding expense categories and “eligible expenses” that do not truly reflect a taxpayer`s financial situation. If a taxpayer owns a vehicle and uses public transit, expenses may be allowed for both, provided they are necessary for the health and well-being of the taxpayer or their family or for income generation. However, the eligible expenditure would be actual expenditure on operating costs, operating costs and public transport, or standard amounts, whichever is lower. Here is a short list of some expenses that the IRS deems appropriate in certain circumstances[1]: If the IRS determines that the facts and circumstances of a taxpayer`s circumstances indicate that the use of the standards is insufficient to cover basic living expenses, we can consider the actual expenses. However, taxpayers must provide documentation to support the conclusion that the use of national and local spending standards leaves them with insufficient means to cover the basic cost of living. On the other hand, it is assumed that expenditure exceeding national/local standards is not allowed if no significant need is demonstrated by the taxpayer. From a practical standpoint, if the expenses you want to claim don`t show up on the list above, if you claim more than the allowable standard, or if you can`t prove it`s necessary for your revenue generation, then you`ll be fighting an uphill battle with the IRS to get it approved. The Economic Policy Institute updated its family budget calculator in March 2018. The calculator helps families determine the salary they need to cover living expenses in 3,142 counties across 611 metropolitan areas. Multinationals use the cost of living to assess the salaries of international expatriates. The calculator notes that San Francisco is the most expensive city and that a two-parent household with two children would need a total income of $148,439 with a basic budget for expenses. The cheapest metropolitan area was Brownsville, Texas, where the same family needed a median income of $32,203.
Interestingly, there is nowhere in the U.S. where a single adult without children would be able to cover the cost of living if they earned minimum wage. Different indices can calculate the cost of living differently. For example, Kiplinger found in 2018 that San Diego is the most expensive city, according to the Council for Community and Economic Research, not New York. The council`s cost-of-living index measured prices in 269 urban areas for expenses such as housing, food, utilities, transportation and health care, even a haircut or a trip to the cinema. In the case of San Diego, housing costs are 138% higher than the national average and transportation costs are more than 20% higher than the national average. However, unlike domestic spending, the IRS will look at the taxpayer`s actual amount for these categories and take the lower amount between the actual amount spent and the standard. Similarly, expenses necessary to generate income, such as employee salaries, materials, and other business expenses, are also likely to be considered eligible.
The IRS will rarely challenge listed expenses for a taxpayer`s business, unless they appear inappropriate. The cost of living can be a major factor in accumulating personal wealth, as a salary can provide a higher standard of living in a city where daily expenses such as rent, food, and entertainment are lower. On the other hand, a high salary in an expensive city like New York may seem insufficient.
